Slight Ammonia level

Does it always have to be 0 for an ammonia reading? When I test my water, it's always hard to tell if the API test is coming uo 0 or .25. The shading is hard to read. If it's .25 is that harmful for the fish?
 
It may worthwhile to get to do a comparison test of distilled water (not spring water or purified water) vs your tank water. Distilled water is a true zero reading. Your tank may actually be zero or closer to zero than you realize. The ammonia test can be a bit difficult to discern and lighting definitely plays a role here- lighting that has a blue hue will create the effect of the tube appearing more green. Try looking at the tubes in natural daylight. :)
