Small algae clusters

Hi,

These little clusters of greenish algae have really been bothering me. They are constantly waving around on my glass and are quickly spreading. What are they? And is it a sign of poor water quality? Thanks!

Also, when I try to scrape them off its really hard because they are attached to the grass like superglue.
