Soaking fake plants

How long should I soak used fake plants to make them safe for my tank and how much bleach to 1 gallon of water should I use? Also, once I rinse them do I have to soak them again in water with Prime and if so, how long?

You will probably be fine just rinsing the plants off in a bucket of used tank water or tap.
That's what I do, and that includes rocks and driftwood.

Don't use bleach. Dip them to boiling water for some time and you are good to go. You don't need to soak them again. But if you like you can do so and prime is not required.
