Just wait a week or so and petco should have their $1 per gallon sale. That would be just the tank though.

I found a 29 gallon on Craigslist for 15 dollars , yay now I have money to buy the other stuff for the goldfish I think I'm getting a ryukin goldfish

It's mostly back room knowledge and speculation. It's usually the same time every year so it is basically known when they're going to have it.
