Tap water problem

After about 5 seconds of using warm tap water, it starts to become white or cloudy water. Does anyone know why this occurs, because in te winter, the water is too cold to be placed into the tank after a water change!
 
This happens to me with my well water running warm.

Do this for me; fill a cup or container with the milky water, and watch it. The top should get really white, and disappear, and the water will be clear again!

Most of the time what you just described is just a ton of tiny air bubbles. Won't hurt your fish.
 
So it would still be ok for me to do the water change or would I not be able to use the warm water?
 
Yup. I do it all the time, they may stick to the glass or fish, but you can wipe the glass off and the fish swim around, so they come off quickly.
 
More than likely like mentioned just fill a clear glass with it and let it sit it should clear within a few minutes.
