To Treat or Not To Treat??

Is this fin rot?

It doesn't get worse. The little pin holes come and go, meaning they heal and then come back in different places. Usually one at a time.

They are not bite marks or tears. They are perfectly round when formed.

The red blood mark on the fin edge has been there for about 4 days. Not getting any worse.

One section of his dorsal fin looks like it disintegrated and they are very thin.

Not sure if I should treat him or not. I've been doing 2 pwc every week and all water perameters are good. Amm 0, Nitrites 0, Nitrates 20, and pH is at about 6.6.

I have Maracyn I and II, so I was going to dose with just Maracyn II becuase I think it's the beginning stages of fin rot. However, I'm not 100% sure, so I would like to know whether it will harm my Betta to dose the tank when it might not be finrot. Will it harm him?

Please let me know what you guys think.
