IMO that is completely biased. Aqueon may not make the best filters, but they make a lot of great other products, such as hoods, pro heaters (IMO the best on the market for the price), other heaters, decorations, gravel, water changers, and tanks. Aqueon filters do just as good of a job as Aquaclears, but what most people like about AC is the huge amount of room for media and adjustable flow.
Although, I would recommend the AC 20 for a 10g tank. I have one myself, and love it. Another cheap (and low flow) option would be a sponge filter, which is the best biological filter. Sponge filters are not very good at mechanical filtration though, so they require regular cleaning.
