I have a 30 gallon tank all set up for brackish, with semi aggressive bottom dwellers. Are there any top dwellers that could work?

The four eyed fish Anableps spp. should work, also Derogenys pusillus Half beak, and the sail fin molly both of these fish are small but depending on the size of the other fish they may work. You could also try Toxotes jaculatrix the Archer fish.

Archers and anableps get way too big for the op's tank, sailfins are also pretty sizeable and not exactly top dwellers they will occupy all levels of the water column.
