Turning 10 gallon starter into planted

The main question is if the 10g top fin kit's hood is able to support the lighting needed to raise successful plants

Yes, it should be. If it currently has 2 incandescent bulbs in it, just switch them out with some CFL's. If it has a t8 bulb in it now, just get the appropriate bulb! Bingo!

It does, thank you, I knew I had to change the bulbs just needed to make sure the hood would be a plug and play with the bulbs

Just make sure you get low light appropriate plants like Java Fern, Anubias, and Crypts.
