Turning filter down

Ok so my tank is 20 gal with a penguin marine c 150 filter I believe if that sounds right (sorry just woke up). I have 1 Molly, 3 Platy's and my hubby just put in 3 cardinal tetras (need to get more, they only has 3). Anyways the tetras are so tiny and have a hard time with the filter flow moving them. Is it ok to turn the filter down a little, it is on the highest setting.

I have fry in my tank and the best thing I ever did was buy these foam pads, cut them to size and stick them in the outflow of your filter. It doesn't really mess with your gph and disperses the flow and slows reentry current. These pads were like 2.50 or 3 bucks at petco or petsmart when I bought them
Edit: whoops just saw its a canister filter you have right? Still would work, just instead of cutting the outside of the foam cut a hole in the middle of the foam and put the outflow inside it

I use these fry savers Zimmanski... great prefilters very fine pores.
