Water change time?

I just got an API master test kit today and I tested nitrates and nitrites (the only two tests I don't have) and nitrite is 0ppm in all four tanks but nitrate is pretty high. Here are the results.
29g angel pair with a sponge filter.

So water changes for all 4 tanks right?

Nitrates look very high. What is the reading out of the tap?

2 solutions are larger and more frequent water changes and adding some live plants. I also have a potho growing out of the top.
 
I would do some changes to bring it down. After 40ppm nitrates can become harmful.

I like the plant suggestion above. They can be very effective at keeping nitrates low.
