Every time I have my tank cleaned they leave the water leveled in the bio ball refugium sump and two days later the water goes down to about 1in. it only covers the part of the pump that pushes the water up. I try putting more water in and the same thing happens over and over and the water level in the tank keeps on going up, my tank is an year old and this has never happen.
 
sounds to me like the tank is not "full enough" to begin with...Turn off the pump, make sure the tank is full, then add water to the sump to where the water level should be, then turn it all back on.
 
the water is almost comming out of the tank.
That is the solution. Your return pump is pumping more water than your overflow is collecting. Restrict the return pumps flow with a valve and the problem will be solved.
 
or if everything has been fine for the past year with this same pump then maybe your overflow is getting clogged by something?
