What is he?

Blue dot jawfish...cheapest I've found online for them are around $90 but still want one haha
 
They are a cool water fish, below 70 degrees. I haven't seen them do too well in captivity. And we get them in often and I had one myself that lasted a few months, but for the money, 90 - 120 dollars, you'd want a fish more adept for aquarium life.
 
Also need at least a 3 inch sand bed. And by cool water, I believe they are off the coast of California from water in the upper 50's.
 
If you search on the species name (Opistognathus rosenblatti) you should get some useful information. I don't think the species gets as far north as California - I think just the Gulf of California. Still, relatively cooler temps are probably in order.
