what is this?

I was looking at my 20 gallon tank and saw that my blue ram has spots all over his fins. He also rubs against the decor in the tank. Neither my 2 black khuli nor my leopard cories are going through this and I already did a 25% water change this week. Does anyone know whats going on

Can you please post a pic along with your parameters? Do the spots look like the fish was dusted in grains of sand?

Unfortunately I need to get some test kits. I will post a picture ASAP
Spots are currently hard to distinguish but look like the blue spots they get in adulthood. It's still a juvenile so that's why I don't know exactly what it is
EDIT: tried only camera and the quality sucks, cant even see the spots, but I noticed a more noticably white spots on his side so now I believe it might be ich
