What is this?

One of the angelfish has something going on. I don't think it's ich because the others aren't affected. He des t seem to be ill, swims fine and behavior is the same. One of the others chads and picks at him a lot. It looks like he's peeling.

Water change has been done, API water test of ammonia nitrite and nitrate are all within range. Oh is always low due to ro/di water.
