what truely is moderate lighting?

ok so im looking for some new items for my 20 gallon that magically created 2 baby neon tetras..yeah crazy. I want to buy some plant lights but i dont know what they consider moderate lighting( plants i want need "moderate" lighting), 2 wpg, 1.5 wpg yeah so i was wondering what you all think? im thinking of going with 1.5 wpg. TIA!! oh and wow its been along time sense ive posted here .

I would say 2 wpg would be ideal.

1.5=low moderate
2=moderate

JMO
