White algae/moss on substrate...

It reminds me of cyano in a salt water tank. Tank is barely a week old. Daily 10-20% water changes with a few plants. There's definitely a ton of nutrients from the under soil layer (black sand on top). I siphon this stuff up with every water change, but it seems to "grow back" the next day. Running the UV seems to cut the growth in half, though that seems counterintuitive to achieving a proper cycle...

I'm also running a split light cycle, but that has had no effect. Works amazing on my other tank - that and the gourami is an algae eating monster.

Should I keep after things until the tank matured and it'll go away, or is there something else I should/shouldn't do/be doing?
