white film

I am not sure what kind of fish it is.. but it was stuck to my filter I got it off brfor the worse could happen. Now it has a white covering over the back half of its body. What can it be and how do I fix it?#

water parameters? Water change sch? tank cycled? how long?

All levels are fine.. ph level is a little high but I hears as long as its consistant its ok. And that sick fish did pass away... and yea waterr cyanges consistant.
