yellow tang eye popping out

My yellow tang has something wrong with its eye. It is cloudy and it almost looks like its dislocated or something. It can move it around but It looks weird. If anyone here keeps snakes its similar to when a eye scale is stuck after a shed. The tang does have a trace of ick on its fins but I haven't added new livestock in a while. It did have some ick shortly after I got it but It fought through it.

And a quick question. Does UV kill off ick if I have a bit in my tank? My other fish are all fine and seem immune to it

As far as the pop eye just pristine water conditions. What are your water test results?
