cycle help!!

my tank has been cycling for 3 weeks and ammonia is still high around 3, been doing partial water changes every day for around 2 weeks, still no luck, lost one fish today, need help!! tank is a ten gallon with now only three fish: platy gourami and oto, also have some sort of algae growing on bottom
 
High Ammonia levels can stall the cycle. When cycling with fish, do not let the level get above 2ppm. Try doing 2 or even 3 water changes every day to get the level down. Just a thought, but does your water supplier use chloramines or chlorine? What kind of dechlor are you using?
 
using start right by jungle for the declor, doing about 30-40% water changes, will retest nitrite/ate numbers tomorrow! thanks for the help!!
