Does this mean my tank is cycled?

Update! Done another 24 hours, I think it's safe to say I'm cycled and the reading the other day was a fluke. Ammo 0ppm, Nitrite 0ppm and Nitrate anout 80ppm. So now do I just do a water change to get Nitrates down? I can't wait to get my little guy :D

Yes, the next step is a simple one. Do a large (90+%) wc with temperature matched, properly conditioned water. Its best to do this the night before purchasing your fish. Do not add any ammonia- your tank will be fine! If you do not plan on buying a fish for a few days or longer, just continue to dose ammonia to keep your tank cycled.

About 1/2hr or so after the wc, retest your nitrates. You want to make sure they are as low as your tap level for nitrates. If they are still high, you will need to do another big wc. Please ask if you have questions!
