How do i get my flounder to eat

My question is very simple? How do I get my flounder to eat. I have black sand no gravel. He isn't in a brackish set up. R/O water and a ph of 7.0. I put blackworms in the tank and the worms dug under the sand where the flounder was. And I don't know if he is eating them.
 
I think flounders do better in brackish, so that might help you get him to eat. Spot feeding with a turkey baster or something might help. Do you have it in pure R/O water? No fish can survive in pure RO for long, it lacks essential minerals needed for osmoregulation and growth.
