Stocking advice for a 23 gal (90 litre) & diatoms how to get rid

So I have just upgraded from a 15 gal to a 23.

My new tank is 60cm in length and is planted with swords and I don't know the other stem plant I have but all of them are pretty big.

I have just gravel using root tabs, dosing tropica ferts and 1ml of easycarbo daily.

Current stocking level;

Platy x2
White cloud minnow x5
Zebra Danio x5
Amano shrimp X1

I was just wondering whether anyone think that this tank is now pretty much stocked or there is room to add some more of the schooling fish?
The filter I am running is a superfish XL which gives a max filtration of 500 litres per hour, however I currently run this as about half the capacity due to the flow maybe being to much on full.

I do have diatoms on various plant leaves, of which I don't know why it's growing however very irritating, could this be a sign i am overstocked now? Advice on how to get rid of this would also be appreciated.
