Is te water level in te sump supposed to be high or lower so the water trickles down the live rock rubble

assuming you have baffles, the water needs to be high enough to flow over the lower baffles. under, over, under.
It should not operate like a bio-ball trickle filter. Well it can if designed right but not optimal IMO
