when u do a pwc does the tank cycle again?

Hey guys I have a rookie question when u do a pwc does the tank cycle again? Also I have reddish brown stuff on my sand bed is this cyano and is it normal?

There`s no nitrifying bacteria in the water just on surfaces so no the tank does not cycle again. Also no cyano is not normal. Read these.

Thanks I've been getting about a cup a day out of my skimmer and do pwc every two weeks I think it's time I cleaned my skimmer I usually just empty and rinse the catch cup sounds like I need to do a complete cleaning of intake and out tubes
