White crust on heater

I live in an area with hard water and we have calcium/lime build up on everything if we're not careful. I think that's probably what it is.

Me too!!. It's such a pain. As soon as the water evaporates in my tank, it is very noticeable. It usually comes off a heater quite easily. Just let it cool for 20-30 minutes before removing it from the tank and after cleaning it(no chemicals needed) leave it in the tank for 10-20mins before switching it back on. For very stubborn build ups, carefully use a razor blade/scraper to remove it. There's nothing worse than a heater shattering inside the tank.....
 
Probably due to hard water... Look like it dissolve in acids... I would try cleaning it with vinegar.

Seems RODI suck the carbonate calcium from limestone, should work too.
