Hillstream loaches require much more specialized care than just fast water movement. First you need to find out exactly which species of hsl your dealing with. Many of them need pristine water conditions and their diets consist mainly of biofilms and other growths that would be found in older,well established aquaria.
I'd google to see which hsl you have and go from there.

Cheers and the tank is oldish how will find out exact type

I would also like to point out that hillstream loaches prefer cool water. They eat algae but will dine on cucumbers and wafers.
