keep the 36 and move my betta into the 40g breeder?

I have been going back and forth on keeping the 36, and moving my betta into the 40g breeder (from a 10g) along with a couple of cory cats maybe some neon tetra's. It would seem odd to have that much room for a single fish.

I know this has been beat to death and depends on the betta but I will ask any way. would the neon tetra's be a good tank mate or some other "smallish" fish? my betta has been in the 10g by himself.

I have a betta in with giant danios,red eye tetras, and lemon tetras and there perfectly fine.
