It's the surface area that determines stocking ability, not the height. All fish need a reasonable length and width to live and swim in. While it's true that fish that grow tall require taller tanks, they still require adaquate swimming space.
Tanks which are merely tall (such as hex tanks), are very limiting. They may look nice, but they are poor choices to house all but the smaller fish. Hope this makes sense.
