You don't need it- it filters the surface, but they can make your filter run noisily (sounds like its gulping air).

Mine has a film also, maybe ill throw it on there and see how it does

It looks like a surface skimming thing of some sort. If that isn't it, I would try to make things with that part such as a sponge filter, spray bar, or something else that would come to mind.
