What is this for?

This came with my aquatop canister filter. What is it for? And do I need it?

You don't need it- it filters the surface, but they can make your filter run noisily (sounds like its gulping air).

Man I wish mine came with that I have this protein film on my 55g cichlid tank

It looks like a surface skimming thing of some sort. If that isn't it, I would try to make things with that part such as a sponge filter, spray bar, or something else that would come to mind.
