What kind of fish?

I purchased some neon tetras recently at a LFS and they mixed this "mystery fish" in with the tetras. He is browner than the picture shows, is quite small, and swims exclusively at the top. His fins are longish and reddish in color. He is very timid and sweet. What is it?

Need a clearer picture. It looks like a blurry female Betta to me but it shouldn't have been that difficult for the LFS to separate it when bagging your fish. The top swimming was my clue for the Betta as they are air breathers. If you notice the fish gulping air at the surface before swimming down, more evidence for choosing Betta.
