can i stop my shrimp from hiding so much

So i have a 10 gallon planted tank with around 8 RCS (it was 12 but i can only count 8), 4 amano shrimp, 1 nerite snail and 3 neon tetras.

Now i dont think the tetras are scaring the shrimp. Its mainly the RCS that hide alot. But ive sometimes seen them out foraging for food and they are never bothered about the tetras swimming near them.

I dont know if i should buy more shrimp. I always see videos online where peoples shrimps are out all the time
 
Target feed the shrimp and you will get to see them all come out. They will learn to come running when you show up begging for food.

Ive tried putting food close to them but they just ignore it
 
My shrimp only did this when I unknowingly added plants treated with pesticides. I would suspect something similar, maybe water quality issues? Perhaps small amounts of copper in the tap?
