If you have a filtration system for something rated higher than 20 gallons then I believe you're fine considering the neon tetras have such a minuscule bioload

I wouldn't say overstocked but I'd be mindful if the betta's temperament and have a backup plan. I would recommend an aquaclear 50 just so you had double filtration and could reduce intake flow
