I have two juvenile black mollies, both female and the only survivors from a brood of 21.
One of the mollies is about a quarter of the size of its sister. She has always eaten well but remains much much smaller than her sister.
Is this quite common or is the small one a freak?

Any advice would be helpful

Fish from same parents can grow at very different rates . It is not uncommon.
Being juveniles it is possible the smaller may be a late blooming male..So show their sex as soon as 2 months but some will appear female over 7 months....

Thanks, I was worried she/he was in some way afflicted by something.
She/he does like to eat.
