Bolivian Ram with external parasite or fungus?

I've had the Ram for quite a few years. Its had this small white growth between gill and fin for most of that time but has recently grown significantly. I have tried treating it in the past to get rid of it but it never went away.

I was able to get some good photos of it but can't find any info about what it might be.

Tank is a community tank 55gal with a larger pleco and few other much smaller fish and cherry shrimp.. All live plants and natural wood in the tank.

None of the other fish have any spots or any other ailments. Its a very healthy tank.

Does the protrusion move like it is alive? There are a lot of gill worms and parasites that can live for quite a while on / in a fish.

Check a search for fish parasite gill or the other way around, fish gill parasites, saw lots of things to give you nightmares.
