White, raised spots with red streaks on tail. Please help.

My comet goldfish has a bunch of white, raised spots on his tail. Some of them also have red streaks going through them (he's had a few like this in the past, but they went away by themselves) . However, the streaks dried up quickly and you can't see them anymore, but the spots are still there. What is this? He's been lethargic and a bit itchy. I'm really worried. Someone told me it could be related to fin rot, but I'm not sure. At first, there was a group of these spots that I thought might be ich, so I tried an ich treatment and it didn't work, it just made him stressed, so I stopped. He also recently moved into a new 29 gallon tank last month (just him in there), but I think there might have been a spot or two before this that I didn't notice until it worsened. I'm really attached to this fish. Please help.
