Submersible pump HELP!

Hello!

My friend's aquarium has a problem with it's filtration. It is an aqua one designer series; it's filtration is sort of inbuilt. The problem we have been encountering is that the submersible pump which is in the last chamber of the filtration unit (the heater also goes in there) pumps the water out faster than it enters into the chamber which creates a few problems: the submersible pump isn't submersed, the heater gets exposed because it too no longer is submersed, and it means the tank is ridiculously full so there is no real room for air at the top of the tank.
