Black skirt (black widow) tetras

Good everyone I am a bit puzzled I suspect my black skirt may have valves disease but I have never seen the symptoms or how the characteristics of the disease looks, all I can say is the fish has like black bubbles over it body the lower jaw becomes longer and it's seems as if the upper jaw retracts the end result befor the fish dies is like the whole upper part of its face the upper jaw and eyes seems to have deteriorated, I am baffled by this can any one tell me what I am dealing with here
