Yeah my shrimp tanks are always planted. I find Eco-complete works well. Makes the color of the shrimp stand out and the plants love it.
 
So the plants they need, do they require soil or just sand?
 
Just sand works fine. In an endler/shrimp tank of mine I have sand with red clay underneath. Plus root tabs added every month or so. You don't really need the clay though. Just sand and root tabs should grow some easy plants just fine.
 
And my saltwater fish should eat cherry shrimp just fine?
 
Common fish, damsels clownfish tangs and maybe a puffer
