I have 5 ACFs who are still not fully grown. The biggest 3 are about the size of the palm of my hand, and the smaller 2 are roughly 2/3 their size. They live in a 20 gallon long in about 6 inches of water. I'm wondering if they can eventually be moved to a 15 gallon tank that will be filled with like 9ish inches of water and stay there for the rest of their lives. The 20 gallon long is nice but there are a lot of rocks in it and i think they'll outgrow it.

No that is too small for adult ACF's. I have one in a 20 gal. You should have more water in it than 6". The general rule of thumb is 10 gals per ACF. In my tank the water is 2" from the top of the rim of the tank. I have had my ACF for 3 years. They need access to air but are entirely aquatic.
