I currently have a 10 gallon with one African Dwarf Frog, 3 Ghost Shrimp, and 2 Nerite Snails. I wanted to know, if I can get another ADF or will that be to many in one tank?

You should be fine adding another dwarf frog, as long as you stay diligent on your weekly water changes and maintenance. I used to have a 20g with 3 full size African clawed frogs in it, and they thrived for over a year. Gave the frogs and tank to my nephew several months ago, and they're all still thriving. I'm a bit surprised that your ADF doesn't eat your shrimp though.
