How can I anchor these roots - besides glueing the tips to rocks.

Cheers.

I would expect that piece of wood to waterlog quite quickly and not need permanently anchoring. Just weigh it down with a bag of sand or wedge it under the water until it stays submerged on its own.

Agreed...
I have a piece of wood vaguely similar to that in my tank
I would add that any wood put in a tank must be first boiled to remove anything detrimental to fish. This includes any "tannins that can make water brown.

Boiling it will will also allow wood to sink once put in a tank as it then becomes "water logged" as Aiken said. :)

Gently wedge it back and forth until the lower tips are embedded in the substrate. If you're starting a new tank, set the wood in first and then pour in substrate so it's buried a bit. It also helps to tilt it around until you get an angle that's not only pleasing but touches the glass, to help with staying in place.
