Angle fins growing back or fin-rot?

The culprit angel which killed my other angel (see http://www.aquariumadvice.com/viewtopic.php?t=98437&highlight=)
had his fins torn out completely. Now I see some growth to his fins (see attached pic)-- question is this how it grows back or is there a problem

Angell fins will grow back, but not to their previous glory if they have been nipped off by other fish, providing they don't pick up an infection.

Very clean water, Pimafix and Melafix are my fin-regrowth trifecta. They may not grow back to the same size or shape but the fish will be able to get around better.
