The ceramic rings I'm familiar with are one of many different types of biological filtration media (including sponges, bio-balls, etc.).
Generally, they reside within the aquarium's filter and provide a home for the good bacteria that break down fish waste.
Biological filtration is a must for all aquariums, in my opinion.
