picture_117 said:Yeah it's the same with me lol. I think it's meant to be a sort of place for bacteria to colonize, but unless you have an empty tank with just fish or want to clean out the filter everyday it's really not practical. Mine doesn't spin anymore, doesn't affect the tank in anyway.

That said, usually raising your water level a bit, so that the water leaving the filter gets a little 'backed up' will help your wheel spin.
