Brown stuff on plants

I have multiple plants, including java fern and anubais that have a brown sludge on them. It wipes off pretty easy but looks ugly. My lighting is a t5ho dual setup with a 6500k full spectrum and a 10000k daylight bulb. They're on for 10 hours a day and I have two filters. What is this stuff and how do I get rid of it?

I would say break up your light cycle, say 2 on, 1 off, 4 on, 1 off 4 on then off. Maybe just some algae.
