cabomba:floating or planted

We bought a few bunches of this for the pond. It is loose/floating. Is it supposed to be planted, tied down, weighted, or free floating like it is? same thing with the parrots feather.
 
I prefer to plant all of that type of plant, if I don't they eventually drift over to the pump and add to the gunk that clogs it up. The only things i leave floating are true floaters, Hyacinth and Water Lettuce. JME, you can certainly do either. :)
 
Yes the cabomba seems to be getting sucked into the pump pretty badly. I've stuck it into the lily pot. The parrots float very well though.
