could i use these lights?

They would work, just not very well. With the bulb design you'll have a lot of light reflected back into the "cluster" causing excessive heat while decreasing overall efficiency. The reflector is no marvel of efficiency either so with replacement bulbs being $80 I'd say it's a ripoff.
 
Those are actually shop lights, designed to illuminate a broader area than your tank. Think about them like the new lighting that compact stores are using at the moment to replace their flourescent fixtures. The reflector doesn't aim the light directly down, it spreads it outward.
