Cycling Complete?

I started cycling my 55 gallon on June 6th with 2 jumbo shrimp. Here are my readings today:

Ammonia 0
Nitrites 0
Nitrates 15-20 (appear to have gone down from 30)

Is my tank cycled?
Should I do a big water change now?
I have very little algae growth on my live rock. Wasn't there supposed to be a big algae bloom at the end of my cycle?
 
I would say that you are cycled , IMHHO I would wait another few days test again and do a water change if all is still at 0 . If you wanted to tho you could do your water change now
 
Water change now should help reduce the nitrates. Looks like your tank has cycled.
 
Looks good to me, you may not even see a diatom bloom untill a little later or not at all.

What color is the algae on your LR?
I would do a 20-30% PWC and you should be good to go.
 
Did you test during your cycle to see if you had any ammonia or nitrites at all rise in the tank?
