I was wondering if dwarf feather dusters have to have coral to survive in a tank and also if they could live in a 10 gallon Nano tank with a clownfish/firefish and a Randall’s goby?

They do not need corals .
They however need to fed or be in a well seasoned tank that will have food available to them naturally in the water column.

Okay so if I did add a feather duster I should wait till the tank has been cycled and established for a long period of time? Also as far as live rock, would I need to add a calcium additive for live rock to keep the bacteria living?

Bacteria don’t require calcium. Yes you definitely want to wait a while before adding a duster
